There is a right available where there are several flats in one building and the tenants (or similar) decide to buy out the landlord by acquiring his interest in the building, that is to say the freehold. It is the ownership of the freehold which gives control over things such as repairs, service charge and other management functions. Generally speaking, the tenants that participate form a company and will therefore have a say in the management of the building.
